Smart and conceptual maths for competitive examinations

Today's examination for government services are maths oriented. Without a strong basic knowledge in mathematics it's quite impossible to qualify the same. Some One needs to fully familiar with 10th standard maths.
Now question is- can Mr. X qualify any competitive exam if he has a strong base in mathematics (provided he is good at other subjects also)?
You will be surprised to know that the chances are very rare to qualify the examination until and unless he learns the smart and conceptual maths. Almost every body who sits for any competitive examination know the 10th standard maths. Big deal is to learn how to solve maths problems in the given time span. Maths is the deciding factor. Using conventional method hardly few questions could be solved. Sometimes short tricks become helpful but to memorize all the short tricks is a tough job and a little mistake in tricks make the maths wrong. So Smart and conceptual maths is the only way out.
